Will Smart Cities Take Away Our Freedom To Drive ?

For we Americans, driving means freedom, so when will autonomous vehicles will become truly autonomous? And is that a good thing?

A truly autonomous vehicle needs on augmented roads which would be like a train on "virtual" rails-built with sensors, software, and mechanical control. By then, what will our cities have become?
How will pedestrians be protected?
Will safety concerns mean societal integration by AI to the point of Chinese communism, or worse?
Since AI inference uses algorithms to predict the intent of cars or pedestrians, where will this predictive ability end?
Will slow-moving senior citizens using walkers with tennis balls at the bottom be outlawed as too unpredictable, or can AI predict these folks as well?
How about kids eating ice cream on bicycles listening to loud music that you can hear even when they have headphones on and you're driving by at 35 mph?
